Moving On Care Management Ltd. was set up in October 1999 due to a demand for the provision of accommodation and support for 16-18 year olds under the care of social services.

Care leavers are over-represented among the homeless population, a study of young people leaving care found that just over 20% will become homeless at some stage (Biehal et al. 1995). Young people leaving care have lower levels of educational attainment than young people in the general population (Biehal et al. 1992). Care leavers are more likely to be unemployed than other young people aged 16-19, up to 50% were unemployed compared to a mean of 19% (Biehal et al. 1995). The vast majority of care leavers live at or near to the poverty line (Broad 1999). Two studies have shown that between 25% and 50% of young women care leavers were parents compared to 5% in the same age population who had not been in care, (Garnett 1992). This research demonstrates that an independence project is needed, which provides the accommodation, support, help and assistance which enables young people to live independently and maximise their opportunities.

Moving On can assist local authorities with meeting their obligations as set out in the Children (Leaving Care Act), 2001. Moving On will liase with local authorities in order to implement the young person’s pathway plan.
